Clarify that the PSF does not legally represent local groups, when a group may need to register locally, alternatives to registering, and what fiscal sponsorship is. Notes that the PSF programme is currently closed to new applicants and US-centric.
Add directory listings, help channels, funding and in-kind support, code of conduct and inclusion links, trademark policies, commonly used tooling, and templates worth building once.

Wrote up legal status and fiscal sponsorship guidance: the PSF doesn't legally represent local groups, here's when a group might need to register locally, some alternatives to registering, and what fiscal sponsorship actually means (the PSF's own programme is currently closed to new applicants and mostly US focused, so I noted that). Also expanded the resources page with directory listings, help channels, funding and in-kind support, code of conduct and inclusion links, trademark policies, common tooling, and a few templates worth reusing. Made the legal and tax disclaimers more prominent while I was at it.
