Opening the plugins list (Tools->Plugins) also loads new plugins, but probably cleaner to ask people to restart

I considered putting that in here, but since this is all protocol plugins which aren't displayed in the plugins list, asking them to open a window to then close the window seemed like it'd be way more confusing.
Once we release 2.15.0 which is really just waiting on me to finalize a new build directory stuff for windows, all plugins are shown in the plugins list and just marked as not-unloadable. So once that's done, we could recommend that way.
