Adds a CommercialNautobotVersions Jinja extension in the shared local_extensions.py and points nautobot-app-commercial/cookiecutter.json at it, so commercial apps bake with nautobot >=3.2.0 (pyproject.toml constraint and CI test matrix) while the open-source cookies stay at 3.1.0. NAPPS-1493
