This is done to save area on the CW310 to alleviate CI pressure. The CW310 bitstream is not currently used anymore but we still need to build it for the time being. It has recently become almost impossible to merge any RTL changes due to the CW310 CI issues. This PR stubs out various IP blocks from CW310 builds. This should substantially reduce the area but the resulting bitstream won't be able to run much software. But as we don't run any tests on the CW310 currently, this should be okay.
