docs: move Shmuel Kallner to emeritus, drop from CODEOWNERS - #2449

Shmuel Kallner has retired from active maintenance. List him under Emeritus in LEADS.md and remove him as a named code owner for flowcontrol, envoy, config, sidecar, and coordinator paths; those paths retain their other named owners or fall back to @llm-d/router-maintainers.
