Bump udsTokenizer pin from v0.8.0 to v0.9.0

Description

This updates the repository’s udsTokenizer upstream pin from v0.8.0 to v0.9.0 and keeps version-tracking artifacts aligned. Scope is limited to the runtime image pin, its documented mirror, and the resolver test fixture/assertion.
