docs: add missing community standards - #35

Add Code of Conduct (Contributor Covenant v2.1), Contributing Guide, Security Policy, issue templates (bug report, feature request, config), and pull request template to satisfy GitHub community standards checklist.
Node 18 is EOL; node:test and t.mock are only stable in Node 20+. Adds engines field to package.json and updates CONTRIBUTING.md to match.
