quick hack to start the dashboard on Ionide startup if otel is requested

The idea is

• if the FSharp.opentelemetry.enabled key is set, and
• if docker is available on the host, then
• we will start the aspire dashboard, which should be preconfigured so that a standard OTel-producing application like FSAC can push to it

TODOs:

• shut down dashboard on close/don't spawn new dashboard if one already exists
• figure out why FSAC isn't sending traces to this yet
