Update rust to 1.88 and add home dependency

1. Updated Dockerfile - Bumped Rust version from 1.82 -> 1.88 to support dependency version requirements
2. Added debug output to rust-server/src/main.rs - added eprintln! at startup so we can see when the binary starts
3. Pinned home crate in Cargo.toml to version 0.5.10 for compatibility
