Replace dfx.json with icp.yaml, migrate src/cert_var/main.mo to backend/app.mo, update mops.toml to moc 1.9.0 + core 2.5.0 with --default-persistent-actors, add Makefile with test targets for all public functions (set, get, inc), add CI workflow cert-var.yml using icp-dev-env-motoko:0.3.2, update README to icp-cli deploy instructions, and remove the old webpack/assets frontend (backend-only example).
