This PR performs a full hard removal of AutoRest (AutoRest and AutoRestV3) now that Microsoft's deprecation window has passed.

Removed

Core AutoRest generators, options, constants, argument providers, and NuGet dependencies
AutoRest/AutoRestV3 values from SupportedCodeGenerator
InstallAutoRest, the NPM installer abstraction (INpmInstaller/NpmInstaller/NpmHelper), and NpmPath/GetAutoRestPath
AutoRest CLI command, factory, and DI registration
AutoRest VSIX custom tools, commands, options pages, command-table entries, extensibility commands/settings, and manifest tags
AutoRest VSMac custom tools, command handlers, and manifest entries
AutoRest VSCode command/menu registration and generator references
AutoRest IntelliJ action and plugin.xml references
AutoRest test fixtures, sample projects, and remaining test references
AutoRest/Node matrix from GitHub workflows and Azure DevOps templates

Updated

docs/AutoRestMigration.md now documents that AutoRest support has been removed
Scrubbed AutoRest/NPM references from README, CHANGELOG, docs, website HTML, VSCode docs, copilot instructions, test utilities, and .gitignore
Added IProcessLauncher null guard in DependencyInstaller after constructor signature change
