Add Lao (lo) translation support

Hello Chamilo Team,

I have added the Lao (lo) translation file (messages.lo.po) with over 31,000 translated strings. This contribution aims to provide full Lao language support for Chamilo LMS users in Laos.

Thank you for your contribution.

Your current contribution would add/edit ~1200 but also remove/edit ~2 300 lines, based on what Github shows.
Could you help me understand what that change contains?

Is the default translation (also available here https://github.com/chamilo/chamilo-lms/blob/master/translations/messages.lo.po) bad?

Are you removing or adding specific terms, or just improving existing terms?

It's just to be able to understand the intention so as to avoid doing something wrong with the other terms.

Actually, I got it. I passed this to one of our AI friends which analysed it and explained:

  Diff at the msgid→msgstr level (12,133 entries in common):
  - 11,720 identical
  - 413 changed
  - 0 new msgids — the contribution adds no new source strings
  - 328 msgids present in the current file but missing from the new one

What changed (413 entries): 150 fill in previously-untranslated strings, 17 replace a raw-English fallback with real Lao, 246 are native-speaker phrasing improvements. No regressions found — nothing was blanked out.

I'm merging it now (but not through this PR because there were a few issues with a standard merge).
