Translate the contribute page, activate its navigation entry (/pt_BR/contribute/, removing the XXX markers), and update the about page link that pointed to /en/contribute/ as a placeholder.

Changes:
_posts/pt_BR/pages/2016-01-01-contribute.mdnavigation.ymlto point the pt_BR contribute entry to/pt_BR/contribute/and remove its XXX markers/en/placeholderNext pages planned (one at a time): contact, meetings, lifecycle.
