Removes TODO comment and adds `with_lc` method to `ConstraintSystemRef` that allows accessing `LinearCombination` by reference via closure, avoiding unnecessary cloning when only reading is needed. ## Changes - Remove TODO comment about returning reference from `get_lc` - Add `with_lc` method that provides access to `LinearCombination` through closure - Update `get_lc` documentation to mention cloning behavior
