feat: add Judge Setup tab and integrate scoring functionality

Admin Dashboard

1. Here the Admins can create Rounds -> Create Criteria's along with desired scored.
2. Admin can allocate teams for the Judges [N judges - > N teams].
3. Admins can mark the rounds as DRAFT, ACTIVE(Judges can score), COMPLETED(Scoring is closed.)

Leaderboard:

1. Cumulative Score of rounds are visible and also per each Rounds.

2. Detailed Scoring are visible.

Judge Dashboard

1. Overall views of all the team they can score.

2. Scoring Window
