Add an `onlyLatestVersions` query parameter to `GET /v1/project` that restricts results to projects flagged as the latest version of their name (the `IS_LATEST` column). Defaults to false, so existing callers are unaffected. Mirrors the `onlyLatestProjectVersions` filter added to `GET /v1/component/identity` in dependency-track#6085, and follows the endpoint-local `onlyRoot`/`excludeInactive` naming convention on `ProjectResource`. Adds a toolbar toggle to the projects page that sends onlyLatestVersions=true to the concise project listing endpoint, as the frontend counterpart to DependencyTrack/dependency-track#6823. The toggle state is persisted in localStorage, mirroring the existing "show inactive projects" filter.
