iPadOS Mouse / Trackpad Support Improvements

This master issue is to collect together potential areas for improvement with WordPress for iOS's cursor support.

Reader

When mousing over an image or a header in the Reader, the mouse cursor turns into a large text selection cursor:

The following controls could better adapt to the cursor's presence:

• Quick Actions in the My Site detail view
• The Create FAB in the My Site detail view
• Tabs in our custom FilterTabBar

A couple other places it'd be nice to get the cursor to adapt:

• the Me menu icon under My Site
• Our custom tabs (insights, days, weeks, months in Stats, etc.)
• Text buttons in new feature announcements like the "customize your insights" prompt
• Post actions at the bottom of a post in the Posts list, Reader, Notifications
• Comment actions in Notifications, Comments
• Anywhere we use our custom styled buttons

There are lots more but these would be the highest profile ones, in addition to the ones @frosty mentioned above.
