RETF should not decode entities in rules #31

If a rule contains an HTML entity, for example  , JWB will decode that entity when pulling the list of rules, and use the decoded entity in search-and-replace. So, for example, if a rule uses   as replacement, JWB will insert a literal non-breaking space character ( ) instead of the encoded entity. This breaks rules such as the "hidden non-breaking space" on enwp.
