Flexible form builder

Revamp of Wagtail’s form builder, to create more advanced and flexible forms with StreamField foundations. With support for multi-step forms, conditional / rules-based forms, and more common customizations.

View the full list of target and out of scope requirements: Form builder requirements overview. Highlights:

• Advanced field types. Built-in and custom. Like phone field (#6611), preset choice field, etc
• Field configuration options. Built-in and custom. Such as min/max length, autocomplete attribute, placeholders
• Advanced form flows. Multi-section with content in-between, multi-step. Conditional fields / sections with rules.

This may be delivered in the form of a new "contrib" app, a replacement of the existing forms contrib app, or a standalone package. Some of this functionality is already available in wagtail-flexible-forms, which could be moved into core or replaced by an equivalent core implementation.

Tagging this needs contributions as I think clearer use cases for the new StreamField-based form builder would really help push this. I have made a long list of possible requirements in our separate discussions thread, be great to hear which ones people think are most useful, and anything that might be missing.
