Slow zone segment charts break on low #

Describe the bug

When there's a small amount of slow zones, say 1, it seems to not render properly

To Reproduce
Steps to reproduce the behavior:

Go to the Red or Orange line slow zone pages, and look at the segment graph

Expected behavior

Show segments clearly
