chore(deps): bump github/codeql-action from 3.24.5 to 4.37.6

Bump all three codeql-action sub-actions (init, autobuild, analyze)
together to v4.37.6. They share internal state, so they must move in
lockstep; bumping analyze alone (as in #765) leaves init/autobuild at
v3 and fails analysis with "Loaded configuration file, but it does not
contain the expected 'version' field."

Supersedes #765.
