Default image when missing a featured image

if a post doesn't have a featured image (there are a few that don't) then it shows up in listings like this:

can we set it so that, when missing a featured image, we select an image in the following way:

• if it's a blog post, use the image of the blog
• otherwise, use https://thenewinquiry.com/app/themes/tni/images/head.png

related to this, can we add an option to set a featured image but not display it as part of the post?

Yes, just a checkbox in the post editor would work!
