chore(tasks): document hardware blocker on paused 226 and 249

Adds the ## Paused body section that names the hardware-availability
blocker (second pedal for 226, nRF52840 for 249) and refreshes
OVERVIEW/EPICS/KANBAN — the rename in 968cac3 moved the files but did
not carry the body edits or the regenerated overviews.
