In case of a road without sidewalks, the app quests "Ist es Fußgängern verboten, auf dieser bürgersteiglosen Straße zu gehen?"/"Is it forbidden for pedestrians to walk on this street without sidewalks?"
Honestly, in most cases this is difficult to answer. If there is a road sign "Fußgänger verboten" or "Kraftfahrstraße" it is clear, but if there is no sign, it really depends and imo it is allowed in most cases. A typical streetcomplete user shouldn't need the legal knowledge to judge this question. Or am I wrong?
IMO it would be better to ask if it is "explicitly" forbidden: "Ist es Fußgängern explizit verboten, auf dieser bürgersteiglosen Straße zu gehen?" With some photos of the corresponding signs in a help text, this would be clear.
