When is it forbidden for a pedestrian to use a street?

In case of a road without sidewalks, the app quests "Ist es Fußgängern verboten, auf dieser bürgersteiglosen Straße zu gehen?"/"Is it forbidden for pedestrians to walk on this street without sidewalks?"

Honestly, in most cases this is difficult to answer. If there is a road sign "Fußgänger verboten" or "Kraftfahrstraße" it is clear, but if there is no sign, it really depends and imo it is allowed in most cases. A typical streetcomplete user shouldn't need the legal knowledge to judge this question. Or am I wrong?

IMO it would be better to ask if it is "explicitly" forbidden: "Ist es Fußgängern explizit verboten, auf dieser bürgersteiglosen Straße zu gehen?" With some photos of the corresponding signs in a help text, this would be clear.

Checked the key:foot values. It talks about the "Right of Way"/"Wegerecht" (allowed unless forbidden). That heavily favours to ask if it is "explicitly" forbidden.

Key:Access has a discouraged value, I guess a lot of people will say forbidden, if only discouraged, although discourages mappers from using the discouraged value.

Personally, I almost always say "not forbidden."
