Can do a separate flow like for omni-upgrades that first runs Omni on the community factory, then switches to the enterprise one and triggers the cluster upgrade.
Can run 2 clusters on Talos 1.12 and on the current Talos version (as 1.13 is the first Talos Enterprise version supported).
First check that after enabling enterprise no upgrades happen in both clusters. And 1.12 cluster still works.
Then upgrade 1.12 to the latest Talos.
The second cluster on the current Talos version can also be upgraded. We can add an extension there to trigger a no-op upgrade.
The final result should be both clusters running Talos enterprise.
Extra check: can restart Omni again and make the community factory primary and repeat the same steps as for the first test.
It should migrate all machines from the enterprise factory safely.
