Mouse right-click and alt-click operations fail when the cursor is over deep water

Repro:

• Disable Transparent Water in Advanced Graphics settings (setting Preferences > Graphics > Quality and Speed to Mid should also do it)
• Right-click deep water.

Observed: Mouse right-click and alt-click operations fail.

This behavior started in the first PBR viewer, https://releasenotes.secondlife.com/viewer/7.0.1.6894459864.html
In the viewer prior to that, https://releasenotes.secondlife.com/viewer/6.6.16.6566955269.html , the viewer still rendered the terrain even when it was not visible under the opaque water..

One more interesting data point related to the 'interesting' repro location shown in https://youtu.be/7dEu3j7UeTo :

If I disable water rendering in 'Rendering Types' and go to the shallow pond, I see this:

The rectangular area that is missing is also the area that right-click and alt-click fail to trigger on. It would appear that the terrain surface is being occluded in certain areas due to.. water depth (?) and that the occluded area can't be focused on properly.

If I go to a location such as https://maps.secondlife.com/secondlife/Blake%20Sea%20-%20Aegean/128/128/30 with water rendering disabled, I see that the terrain is 100% missing. This corresponds with being unable to alt-click or right-click anywhere on the water surface in that region.

In both locations, when I move my camera below water level, the terrain renders, and the bug no longer reproduces.
