Create adapter to store backups locally

Allow to bypass usage of Backup Repository.
Would require to rebuild architecture a little bit - put downloading & uploading methods into interface.

Backup Repository should still remain a first-class option. There should be no any commandline switches introduced to support specifically local storage adapter except a switch to select adapter.
