release are broken due to issue with chart releaser action and github immutable releases

Our relase action has been broken since the enablement at the https://github.com/redhat-cop org to force "immutable releases" but there is a bug in the helm/chart-releaser-action that makes it break with immutable releases: helm/chart-releaser#587

so we need to get immutable release disabled at the redhat-cop level so we can disable it at the helm-charts level.
