Extends RHEL 10 (UBI) support to the workbench-session (R x Python
matrix) and workbench-session-init images, once base workbench
support (#175) lands.

rhel8/rhel9/rhel10 session-launcher binaries for remote compute
targets — that's unrelated to this image's own base OS and shouldn't be
conflated with this work.
