Add new or expand exisiting notification mechanism

There is currently no good/standardized/obvious way for a plugin to alert the user with error messages, status notifications, etc.

One possibility might be to expand the Activities button and dropdown in the top bar to be a more generic notifications area and offer a JavaScript API to add and update entries there from within a plugin.
