Find a new home for invest sample/test data

Background/Motivation

We've hosted and tracked the sample and test data on BitBucket with Git LFS (large file storage) for awhile. In recent months the BitBucket experience has become unreliable and a bottleneck on workflows.

Description

Sample and test data should be hosted somewhere that easily integrates with our GitHub and development workflows. We should be able to easily create branches and provide reviews.

Historically, we moved the sample data repository over to bitbucket (and left it there) because bitbucket doesn't charge us for git-LFS storage, while github does (and still appears to, as of writing), and I agree that bitbucket has recently been problematic for our workflows.

A few other options come to mind as possible options:

• Migrate to github and eat the cost
• Migrate to github under the Stanford Developers organization which has a much higher tier of included LFS usage (not sure if that means we can keep the repo public)
• Gitlab doesn't appear to charge for egress, but has a nominal storage limit of ~10 GB we'd need to be aware of
• code.stanford.edu could be another option, but with the cavat that only those with SUNetIDs would be able to contribute
• We could self-host a gitlab instance on a public cloud (and eat that cost)

My perceived next steps on this are:

• Scope costs of straight migration to GitHub
• Scope GitHub under Stanford Developer organization, and private / public repo question
• Look into code.stanford.edu

For priorities to consider when weighing tradeoffs, my preference would be:

1. Minimal maintenance burden
2. Cost
3. Ease of community updates based on contributions to core InVEST
