"Utility" and "Client" tag on modpacks

Right now, the "Utility" tag is not included on modpacks but is included on resource packs.

And as for the "Client" tag, it does not exist (yet) but would be a way for a modpack to show that they are more of a Client and less of a modpack, meaning that it is made in a way that is supposed to be more locked down and not made for mods to be added, like a Client. A good way of describing this would be Lunar Client or Feather Client.
