Update documentation about how to use XDP maps with MsQuic

Document the new API and architecture behind the XDP map in MsQuic config.

The documentation should also cover the logic the application must implement, in particular:

• port management for clients
• rule configurations
• handle duplication cross-process
• MsQuic configuration
