This seems like an issue with the window-buttons-applet itself - the "Add to Panel" only lists applets that are actually installed, otherwise it doesn't even know about it.

To be honest this seems like an issue specific to your setup. Maybe you tried to compile the window-buttons-applet yourself but it only worked properly when you installed it from the repos? As is, this issue is non-reproducible: if you don't have the applet, mate-panel has no way of knowing about it - the only way this can surface is if you've had the applet before (or a reference to it), it somehow broke (or never worked), and you fixed it by reinstalling it.

I'm almost certain this is not a bug in any package, instead this is a misconfiguration on your system.

This if for Ubuntu MATE 24.04. I did not compile anything, everything is tested with default installation. You can download and run 24.04.5 in live mode to reproduce this issue quickly.
