static-builds on Linux / Mac

Currently on linux and probably mac for the static-builds:

1. subprocess.Popen does not spawn correct python bundled in static build, python executable selection needs to be improved
2. update the go launcher to be cross platform
3. In theory linux needs pywebview[qt] or pywebview[gtk] to work correctly -- not sure about mac.

%APPDATA% or maybe %LOCALAPPDATA%

I do not advise testing these builds yet, they are in an alpha state as indicated by the extremely low version number. RE: the ocp_vscode errors the current workaround is to simply put e.g. set_port(3939) into your script -- it is a known issue and will be corrected in next release of ocp_vscode.

I am working on the other errors, I think they are related to pythonnet for pywebview.
