[Dev]: Documentation Upgrade

Issue Content

1. After github-docs-cookiecutter is upgrade to include CLA and associated documentation run make project-upgrade V=1 ✅

2. All below repositories should be updated before this ticket is close.

   • cookiecutter-cookiecutter ✅
   • sphinx-cookiecutter ✅
   • ansible-galaxy-cookiecutter ✅
   • python3-cookiecutter ✅
   • typescript-cookiecutter ❌

3. After all dependent repositories should be updated as well.

   • Ansible Galaxy Packages ❌
   • Python3 Packages ❌
   • Typescript Packages ❌

This should finalize all projects being moved to AGPL-3.0-or-later license type!!!
After: Create a ticket for Ansible repositories as they need to get ready to start pushing to Ansible Galaxy!
