docs(inpatient): add Room Assignment Modes and Billing Start Time article Explains the two configurations controlled by: "Patient admission and room assignment are simultaneous processes." - Mode 1 (true/default): billing starts at admission time - Mode 2 (false): billing starts when ward staff accept the patient Covers config setup, step-by-step workflow for each mode, interim bill calculation differences, and a confusion-resolution table for finance staff.
