[BUG] Auto start doesn't work since v17.9.5 RC 1

Describe the Bug
I'm using Orbot together with Rethink's SOCKS5 Proxy feature.
In v17.9.3 RC 1 Orbot auto started and connected to Tor correctly when I start and unlock the user profile.
Since v17.9.5 RC 1 Orbot no longer auto starts and I have to manually start it and press Connect.

To Reproduce
Steps to reproduce the behavior:

1. Go to a secondary Android user profile. (probably works on main profile too)
2. Go to Orbot General settings, enable Start Orbot on Boot, Allow Background Starts and Power User Mode.
3. Go to Android VPN settings and choose Rethink for the VPN slot, enable Always-on VPN and Block connections without VPN.
4. Go to Rethink Proxy settings, enable Setup SOCKS5 Proxy:
   App: Orbot, Hostname: 127.0.0.1, Port Number: 9050.
5. End the user profile. (or restart the device)
6. Start and unlock the user profile.
7. Rethink auto starts but Orbot doesn't.

Expected Behavior
Orbot should auto start and connect to Tor with this setup like in v17.9.3 RC 1.

What Custom Configuration Do You Use?
Rethink uses the VPN slot with Always-on VPN and Block connections without VPN enabled and forwards traffic to Orbot 127.0.0.1:9050 via the SOCKS5 Proxy feature.
In Orbot Start Orbot on Boot, Allow Background Starts and Power User Mode are all enabled.
Orbot Battery Usage is set to Optimized. (default)
