Revisit Settings with Compose

As described in #1711 most of the work is up to date, but the PR keeps getting stale due to a lot of changes that break this PR that are in the works.

Excited about returning to your work here @meenbeese when there's time. We have plans for new compose features too so we welcome your input......

@meenbeese there's an issue with the current settings fragment and also with your new compose one when I built it the other day. When you're on the settings screen, then click into a deeper level of the settings (ie debug, or connectivity) then rotate the device the user is returned to the initial top level settings screen, which is frustrating and unfortunate

I think a quick fix would be using onSavedInstanceState to record your place in the settings menu hierarchy and then pulling that from the bundle when the fragment is recreated. I'll eventually get around to this, but would always be open to a PR in the meantime if you feel particularly motivated :+)

I suggest at least cherry picking changes from #1711 to integrate relevant compose dependencies.
