Bump crate version to 149.2.1 (FeedbackCell dispatch-handle fix release)

Same tree as f88499b (V8 14.9.207.26 + JSFunction fix 8e1b07549b03 +
FeedbackCell fix, bug 512734866). Version bump gives prod a distinct,
content-pinned download URL so the funrun build links the fixed lib
reproducibly instead of a mutated v149.2.0 asset.
