PAINT should load and consider the IKR annotations coming from primary annotations

There is a problem with primary annotations with evidence code IKR (+NOT): we should NOT propagate IBA (positive annotations) for leaves that have NOT annotations.

Behavior should be the same as when there is a NOT IDA.

I think the task is to load IKR in PAINT, and all NOTs should be treated the same way.

Can we address the NOT issue? A NOT should block propagation regardless of evidence code.

There are a number of issues here:

• PAINT client now supports experimental IKR to leaf

• What is the expected behavior, if leaf has annotation with qualifier that is not same as IBA? All types of qualifiers have to be handled
