fix: renumber payload migration to 010 on devnet branch
The branch already owns 006 (gloas_bals_support) through 009; the merge from master brought the payload migration in as a second 006, which golang-migrate rejects as a duplicate version. Claude-Session: https://claude.ai/code/session_01KDvdo7uVQpxKWgk2gLnWpE
