I don't know where such documentation should exist that people would find it. We have the root READ.md but not much else.

I have no clue how the website is maintained.

The website is no longer maintained, as it seems.
My impression is that the overhead for adding content always was too much.
I favored using GitHub's Wiki as a Wiki.

For the Eclipse Platform project they pretty determined that the wiki is kind of a mess and hard to maintain as well. The ability to keep the documentation organized in a hierarchical way is very poor. There was quite some discussion.

I helped create a wrapper around markdown that allows to render the markdown in a website. E.g., the N&N is now authored as markdown but nicely rendered in their website:
