S_StopAllSounds() doesn't stop all streaming sounds

S_Base_StopAllSounds() stops the sound effects and music streaming sound (0) but not other streaming sounds. S_AL_StopAllSounds() also stops the other streaming sounds.

Additional streaming sounds aren't used by mint-arena but it potentially affects mods.
