Turn OFF Configure -> Network -> Loopback if you have it turned ON.

Turn OFF any experimental setting you may turned on in Configure -> DNS and Configure -> Network.

See if things work?

Okay, if you're comfortable doing so, can you turn ON Very verbose from About -> App Logs, then try out a few websites that don't work in Chrome, then go back to About -> App Logs and tap on "Email crash logs" button in the button & share it with me over email: mz at celzero dot com? Do leave a link to this GitHub issue either in the email body or the subject line (so it is easier to find).

• Alternatively, after switching "Very verbose" in Configure -> Settings -> Log level (not About -> App Logs, as above). Open apps that don't work or load websites in the browser that don't work.
• Then, look for entries in Configure -> Logs -> Network and Configure -> Logs -> DNS.
• Tap on entries of websites that you loaded in browser that don't work, or spot and tap on entries for app that doesn't work (you may use the search bar to filter out those).
• When you tap, a bottomsheet should show (for both Configure -> Logs -> Network & Configure -> Logs -> DNS). The footer of the bottomsheet would contain more diagnostic information on just what happened to a particular network connection or a particular DNS query, which might help us narrow down the problem with internet for that app / domain / website.

• the below str has no issues on version x
• my default enabled settings
  • disable both mobile and wifi for all apps
  • global on-device blocklists (https://max.rethinkdns.com/1-pdpad6aaub4qfi7nqalcaaiqgaqaaylyacaa), use in-app downloader
  • firewall - universal firewall rules - block newly installed apps by default
  • general - auto-start on power-up (experimental)
• my typical upgrade process
  • tap update rethink on fdroid client
  • let the download complete
  • disable mobile update
  • install y version
• str (this is 50:50, i tried twice, once it was ok and another try broke internet access
  • tap configure - enable stall on network loss
  • restart device
  • enable mobile data
  • visit any website on browser, it shows connection reset error
  • again app tap configure - disable stall on network loss
  • refresh webpage or restart browser to visit any webpage and it shows connection reset error
  • again restart device with mobile data is on
  • visit any website on browser, it shows connection reset error
• disabling and restarting auto-start on power-up (experimental) also shows connection reset error on y version only

• i tried accessing internet on tuta, fdroid basic, rss reader apps, but all of them are unable to use mobile data

Same here (or closely related?), but the other way around - I don't use mobile data at all (disabled at system level), only WiFi, and after upgrading to y I noticed that apps that have Mobile blocked, but WiFi allowed, lost access to the internet.

Allowing both Mobile and WiFi in Rethink restores the access via WiFi.
Downgrading to x also works.

Thanks for the detailed report. I'll need logs to debug this (see comment above on how to collect these), regardless, as it seems like your particular app install has particularly mixed up its rules.

Hmm, disabling "Block newly installed apps by default" also re-enables WiFi access.

So, in order for WiFi to work in y, I have to do one of these:

• allow both Mobile and WiFi connections for a given app,
• keep "Block newly installed apps by default" disabled

I also cleared Rethink's app storage and the above is still true.

Found the issue and will fix it in the next release.

The issue occurs when firewall rules are configured to block Mobile, Wi-Fi, or both, and "Block newly installed apps" is enabled. In some cases, apps that should be marked as Blocked are incorrectly marked as New App, and in other scenarios the connections which should be allowed are also incorrectly blocked under the New App rule.
