Non-authenticated Plugins are available to the orchestrator

What happened?

This will produce unnecessary roundtrips for the orchestrator to verify that it has no access. We should just add it to the orchestrator when it's fully authenticated.

Steps to reproduce

1. setup a new instance
2. uncompletely install a plugin
3. ask in the orchestrator for information from the plugin
