[BUG] stale settings remain after instance deletion

Current Behavior

• create an instance called "Foo"
• create a user in that instance
• set the 'start user' to be that new user, verify that the instance starts as that user
• delete the instance
• create a new instance, also called 'Foo'
• start 'Foo':

<3>WSL (14 - Relay) ERROR: CreateProcessParseCommon:988: getpwnam(user) failed 17 User not found. Error code: Wsl/WSL_E_USER_NOT_FOUND

it still thinks the new instance's start user is set.
