Objective
Build the ONE Command Dashboard — centralized read-only view of system state, GitHub Issues, MANTIS sweep results, and approval queue. Deployed on Manus hosting at rio-one.manus.space.

Claude reviewed this task and issued ALL CLEAR with three mandatory conditions:
CONDITION 1 — Signed Approval Records
The APPROVE button must write a signed human authorization record (timestamped, identity-bound) to the app database before any downstream execution fires. Click does not equal execute. Manny acts on the verified record, not on a button state change.
CONDITION 2 — Read-Only Dashboard (v1)
Dashboard is read-only for v1. No writes to governance artifacts (STATUS.json, GOVERNANCE.md, GitHub repos) from the UI layer. Display only. The only write path is the approval record (Condition 1) to the app's own database.
CONDITION 3 — MANTIS as Source of Truth
Agent status indicators must pull from MANTIS integrity sweep output — the external observer — not from agent self-report. Agents do not report their own status to the dashboard.
Build Spec (Pending Bondi)
Bondi must provide UI/UX spec with all three conditions embedded before Manny begins implementation.
Bondi — review this Issue and provide:
- Dashboard layout / sections
- What data is displayed and where
- Approval queue UX (how the signed record flow works from the users perspective)
- Any additional constraints
