I believe it is often much more useful to view the bandwidth graph in log-scale, as whether the overall bandwidth used is small or large, the drops and rises are typically of similar significance when normalized by previous values rather than by the overall theoretical maximum. In practice - either the graph often exceeds its limits, or if it doesn't, most of the time it's just squiggles at the bottom.
