Properly Configure Linter

Description

Since we introduced the linter, I've encoutered countless of comments in different files that disable certain rules. We should agree on some rules and change them once in a fixed config file.

Must Include

• Create linting configuration file

Linting rules to change:

• Increasing the amount of characters is a MUST (the way pylint handles array and dataframe slicings is terrible)
